Peru: WFP-INDECI Will Facilitate Flow of Humanitarian Assistance

WFP and INDECI signed an inter-institutional cooperation framework agreement to ensure that Peruvians affected by natural disasters receive humanitarian assistance and high quality services provided by programmes, projects and emergency interventions; especially food supplies.

LIMA- Peru has had more than 35,000 emergencies that affected approximately 9 million people over the last 10 years, according to the Institute of National Civil Defense (INDECI). During the 2012-2013 rainy seasons more than 180,000 people in the regions of Loreto, Arequipa, Cusco, Anchas, Huancavelica and Huánuco were affected by heavy rainfalls.

Due to Peru’s vulnerability to natural disasters, the World Food Programme (WFP) and INDECI will work closely for the next four years thanks to an inter-institutional cooperation agreement recently signed by WFP Representative, Beatriz Yermenos, and head of INDECI, General (r) Alfredo Murguento Espinoza.

WFP will offer technical assistance to identify gaps that could hinder the efficiency and effectiveness of food assistance during emergencies. It will also facilitate the development and strengthening of INDECI’s capacities for a more efficient management of food aid during emergencies.

WFP and INDECI have coordinated efforts to implement specific activities, through the subscription of specific agreements, that will focus on nine areas that require attention in the context of development and emergencies: i) Preparation and response package, ii) The purchase of food for emergency periods, iii) Management of food programmes during emergencies, iv) Logistics and quality of food, v) Evaluation of food security during emergencies, vi) Development of the guidelines and regulation for the administration of food during emergencies, vii) South-South cooperation and technical assistance of human resources specialized in the preparation in case of an emergency situation, viii) Joint response in case of an emergency, and ix) coordinate through the Thematic Table of Food Aid in case of emergencies.
