The popularity of school feeding programs make it imperative that we answer basic questions about the effectiveness of these programs. Do they boost enrollment and if so, are take-home rations as good as offering in-school meals? A proper lunch can ward off hunger, but is it enough to make up for years of nutritional deprivation? Children who aren’t hungry can focus better in school—does this mean they will do better in their classes? The answers are critical if we want to create effective development programs.

This paper presents evidence of the impacts of alternative methods of FFE delivery on schooling in Northern Uganda using a prospective, randomized controlled evaluation conducted from 2005-2007. We compare the impacts of the World Food Programme's in-school feeding program (SFP) with an experimental take-home rations (THR) program conditional on school attendance to examine how outcomes are a ected by the timing of meals and the placement of incentives with children versus parents.

This summary presents the findings and implications from the three country-studies which were jointly undertaken by the World Bank, IFPRI and the World Food Programme on School Feeding Programmes in Burkina Faso, Uganda and Lao PDR between 2005 and 2008. The cases of Burkina Faso and Laos provide significant evidence on the positive impacts of school feeding on the policy-claimed objectives of education, nutrition and gender. The impact evaluation in Lao PDR shows how empirical research can help to identify the major challenges at policy level and to improve the design and implementation of school feeding programmes in the field.

This is the first in a series of four strategic evaluations related to the transition from food aid to food assistance.  The evaluation analyzed WFP’s role in social protection and safety nets, which are increasingly seen as important mechanisms for promoting development.  The evaluation found that WFP is already contributing to social protection and safety nets, especially for some activities.  However, institutionalizing these approaches more broadly within WFP will require changes in WFP’s operations and efforts to build organizational and staff capacity.

One of four strategic evaluations related to WFP's shift from food aid to food assistance, this evaluation assesses how Country Offices have adapted to changing needs and the factors affecting those changes. Country Offices are at the front line of translating organizational goals into action.

The evaluation found many strategic changes are being made, affecting all aspects of WFP. Experienced and dedicated staff are actively working to make the changes a success. At the same time, the change process is still at a formative stage and the foundational elements need strengthening.

The partnership with World Vision International allowed WFP to deliver a comprehensive package to school children. World Vision integrated government initiatives on HIV/AIDS awareness, promoted school gardens and woodlots, constructed kitchens and installed highly efficient stoves in the schools, thereby extensively improving the quality of the learning environment.
