The United Nations is urgently appealing for $98 million to meet critical humanitarian needs in North Korea for the rest of 2013. The U.N. said it has received only $52 million of the $150 million it appealed for to support the provision of food and agricultural materials, health and nutrition programs and water and sanitation improvements. (..) U.N. Secretary-General Ban Ki-moon called on prospective donors to respond to the appeal. The U.N. chief "stresses that humanitarian assistance should not be linked to political or security considerations," his spokesman Martin Nesirky said.

For a country that struggles to feed its population even in years of good harvest, aid agencies are increasingly concerned. The United Nations' World Food Programme (WFP) says under-fives are particularly at risk. "WFP is looking particularly after mothers and their young babies because they are in a moment of their life when they really need a special nutrition booster and we see this as our humanitarian task to help them at this very special moment in their life," said WFP Country Director Claudia Von Roehl.

Impoverished North Korea is a long way from famine levels that killed hundreds of thousands in the 1990s but it won't be until late next month that a full assessment of food levels after recent floods is possible, a U.N. official said on Thursday. (..) "Fortunately we are really quite far away from the situation in the mid-1990s," said Claudia von Roehl, the U.N. World Food Programme's (WFP) representative in North Korea. (..) Von Roehl said the United Nations will conduct a full-scale food assessment for the malnourished North next month.

The floods that hit parts of North Korea in recent weeks have killed 169 people and left 400 missing, the state news agency says, sharply revising earlier casualty figures. (..) The UN's World Food Programme (WFP) says it is sending emergency food aid to North Korea after it asked for aid.

Widespread flooding in North Korea appeared to worsen on Monday after 24 hours of torrential rain hit the impoverished state which even in times of good harvest is unable to feed itself. (..) The floods follow a period of drought and are certain to lift food prices which have been rising sharply.

There are no hot dogs, peanuts or plastic cups of beer for sale when the North Korean soccer team takes the pitch. There are no noisemakers, and no one does the wave. (..) Those sanctions have cut off much-needed sources of aid at a time when 6 million North Koreans — a quarter of the population — are going hungry, according to the World Food Program.

A top U.N. humanitarian official urged regional powers on Monday to put politics aside amid a worsening food crisis in North Korea, saying the smattering of aid which has reached the isolated country was making a difference. (..) The United Nations estimates that more than 6 million North Koreans urgently need food aid, but appeals for help have largely fallen on deaf ears with the World Food Programme's appeal only about 30 percent funded.

North Korea's pleas for help amid worsening food shortages have largely fallen on deaf ears in South Korea where many say Pyongyang cannot be believed, but calls are growing to relax an outright ban on giving its reclusive rival food aid. (..) "In the past, DPRK's chronic cereal deficit was alleviated to a certain extent by considerable amounts of bilateral food aid -- but this stopped around 2008/2009," said Marcus Prior of the U.N. World Food Programme, referring to North Korea by its official name, the Democratic People's Republic of Korea.
