This Joint Assessment Mission (JAM) was organized jointly by WFP and UNHCR in April 2014 with the objective of assessing the food security situation of the Central African Republic (CAR) refugees. The exercise took place in 3 sites hosting refugees: 15 April, Ikpengbele and Bétou. Bétou is a district headquarters in Likouala, north-eastern Congo and plays host to majority of the CAR refugees in Congo. The assessment proceeded with both qualitative (focus group discussions) and quantitative (survey questionnaire) methods for data collection. From 10-22 April a group of 10 enumerators and 4 data entry agents participated in the field exercise, supervised by WFP and UNHCR staff.

This country portfolio evaluation managed by the WFP Office of Evaluation covers the period 2009-12 and assessed: a) alignment and strategic positioning; b) drivers of strategic decisions; and c) performance and results of WFP operations. The evaluation found activities appropriate, relevant, with adequate coverage and improving strategic positioning. WFP entrepreneurial leadership is acknowledged, but operational constraints undermined performance. The innovative country office experience in social protection and education needs to be strengthened by technical operational capacity in service delivery and capacity-development.  The evaluation identifies lessons for small offices in MICS contexts.
