Somalia has been at civil war since 1991 with no centralized government in control of the entire country. The instability caused by this has resulted in neglect of the infrastructure. Ports, warehousing, electrical supplies, roads and bridges have all deteriorated over time. Investment is needed in basic logistical infrastructure to improve WFP's and other Humanitarian actor's, abitility to deliver life-saving and lif-sustaining assistance.
